I'm pretty sure it means you have downloaded it.
You can move an icon by holding your finger on an icon for about 2 seconds or until all of the icons start shaking. Then you can move or remove icons. To make the icons stop shaking, press the home button.
I have a iPod touch and I touch a random icon and kept my finger on it , the icons started to shake like there was an earthquake and I just moved the icons to where ever I wanted to move them. Try that I hope that's the same things as what u have and to stop the icons from moving I pressed the home button or the button with the white square in it.
All you do is go to your desktop and right click the mouse and scroll down and find refresh. Click refresh.
