Crisis should be singular. The plural meaning of the phrase is implied in the phrase itself. It means one crisis (singular) after another (singular).
There was a 1923 German Cabinet Crisis. There was a 1923 Philippine Cabinet under Governor General Leonard Wood. There may have been one in Nepal, England, Egypt, Botswana or Tahit, if there was, they are irrelevant to the question without a guess. They are not related. The Reichstag still worked and so did the Philippine Islands, more or less. The strange thing is that republican ideals and democratic concepts can and do co-exist.
