"Ningas cogon" is a Filipino idiom that refers to someone who starts a task or project with enthusiasm but quickly loses interest or momentum, leaving it unfinished or incomplete. It signifies someone who lacks consistency and commitment in their actions.
The translation for "flame" in Tagalog is "ningas."
It is not appropriate to generalize and label an entire group of people with negative traits. Filipinos, like any other nationality, have diverse personalities and characteristics. It is unfair and inaccurate to portray a negative image of an entire population.
Father Jaime Bulatao identified several key traits of Filipinos, including pakikisama (harmonious relationships), hiya (sense of shame), utang na loob (reciprocity), and bahala na (fatalistic outlook). These traits reflect the cultural values and behaviors that shape Filipino society and interpersonal relationships.
If stuck in a ningas kugon situation (someone who agrees but doesn't follow through), communicate clearly about expectations, set deadlines, and follow up regularly to ensure tasks are being completed. Provide support and resources to help the person overcome barriers to action and hold them accountable for their commitments. If necessary, consider reassigning tasks or seeking help elsewhere.
Filipino values are considered to be a mix of both collectivist and individualistic tendencies, reflecting a bipolarity where communal harmony and group cohesion are balanced with personal aspirations and independence. This duality is seen in the importance placed on family and community while also valuing individual achievement and success.

First who or what "ningas cogon" is I have not a clue. As to changing a peoples negative attitudes, remember they are only negative because they are different to ours who assume that we have positive attitudes. It might have helped if you had mentioned just one negative attitude that the Filipino people have. I would prefer to use the word "Simple" rather than negative. Some of the simple attitudes of the Filipino's could contain some useful lessons for us so called enlightened people.
