it means a citizen is able to plead his/her case to the government about a law they disagree with without punishment.

The Petition Clause, states that "People have the right to appeal to government in favor of or against policies that affect them or in which they feel strongly. This freedom includes the right to gather signatures in support of a cause and to lobby legislative bodies for or against legislation". It may also be defined as the right of the individual to present requests to the government without fear of punishment or reprisal for doing so. Simply put, citizens may put forth their ideas and suggestions concerning legislation and/or policies by which they are governed. They can lobby Congress, or gather signatures on a petition or anything else like that.

It is important because it gives us the right to submit a paper petition as well as the right to complain to a government official about policy and try to have it changed. Things like the Civil Rights movement and Suffrage both relied on this freedom.
