It means law enforcement.
If you have seen it on a bumper or back panel of a vehicle, it is the symbol that, the vehicle belongs to a member of law enforcement, i.e., a cop or an ex-cop. At least it started as a sign of solidarity between the members of law enforcement. Like a secret handshake practiced by groups of people of the same affiliation. Like when a cop pulls over another cop and walks to the back of the car to write the ticket and the lic. plate number, they were going to see that the owner was a 'brother' and they were going to get out of a ticket.
Unfortunately, cat got out of the bag and everybody knew the trick and since the sticker/symbol was so easy to duplicate, you started to see the symbol on the back of the cars driven by gang members. So, it means nothing now.
The colors blue and black symbolize the fallen police comrades,i.e., blue as in the blue steel nick name of police forces and 2 black stripes as worn by the mourners of the dead people.
