It's the region of the Earth at around 23.5*N. The Tropic of Cancer and the Tropic of Capricorn are lines of latitude on the Earth's surface that correspond to the highest and lowest points in the Sun's annual migration (north and south) as observed from the Earth. In reality, the Earth, not the Sun, tilts on its axis and causes this "observed" movement of the Sun from north to south and back, corresponding to the seasonal changes. The latitude most often quoted for the Tropics of Cancer and Capricorn is 23.5 degrees north and south, but actually, that latitude is varying over a 41,000 year period and changes minutely each year. The area between these two lines is referred to as "the tropics."
The parallel of latitude 23°27′ north of the equator, the northern boundary of the Torrid Zone, and the most northerly latitude at which the sun can shine directly overhead.

The Tropic of Cancer is an imaginary line on the surface of the earth. You draw the line by placing the point of your pencil at any point 23.5 degrees north of the equator, and then spinning the globe under the point of your pencil. The line represents the northern boundary of all the places on earth where it's possible for the sun to ever be directly overhead.

The Tropic of Cancer is the parallel of latitude at roughly 23.5 degrees north of the equator. It's defined as the highest latitude reached by the sun at the June solstice because of the tilt of the earth's axis.

The Tropic of Cancer marks the most northern point at which the Sun can appear DIRECTLY overhead on June 21. That's about 23.5 degrees north latitude. (This changes very slowly over the years due to the Earth's precession.)
