Segregation laws have been different in different countries.
Each city-state had it's own laws and law-enforcement. Most civil matters were not covered laws but were settled directly between individuals and their families. Religious laws were settled by special magistrates appointed for this purpose. Public laws affecting the state were adjudicated by magistrates appointed for the purpose, or in extreme democracies, by courts of several hundred male citizens empaneled as jurors. The sentences were carried out by state employees assisted slaves.
