Atrophy simply implies the loss of mass of an organ/gland/tissue. for example, when someone injures their knee, and is not using the full range of motion for that joint due to pain, the muscle groups serving that knee will atrophy. Could also be arthrophy or joint disease.

The medical definition of lipoatrophy is that it is an allergic reaction to insulin that is manifested as a loss in the subcutaneous fat layer. Aside from the medical definition this is the same definition that the non-medical community would also use.
