Joint Professional Military Education (JPME) is academic training for mid-grade officers. The "Dirty Purples" are web sites where students share information about these classes. The term originates from when PME class attendees would use Ditto machines to run off copies of class notes for each other. The ink used was purple in color and would tend to smear on one's fingertips when handling the paper. (It had a really nice smell too.) Thus the notes became known as dirty purples. Over time the term became synonymous in PME for any kind of covert material used to prepare for exams. Part of the cooperate and graduate motto.
Mimeographed answers to different military exams for the purpose of studying and passing exams such as squadron officer school (sos), air command and staff College (acsc), etc. There didn't used to be photo copying machines, so these were mimeographed, giving them a purple color. Dirty, because it was a way of sharing answers to study for these tests, which wasn't exactly above board
