Generally speaking a cabinet minister is a political appointee who broadly agrees with the policies of his or her party in a specific field of government. It is their job to carry out the functions, tasks and policies decided upon by the party. Though they are the titular head of a particular department and ultimately responsible to the government or leader of the party, they can be removed from office if they fail to follow party policy and often have been. Nowadays very few voluntarily resign and are usually asked to, as opposed to being dismissed. Being dismissed from high office would adversely affect the prospects of future employment. Resignation has less stigma attached.
