It should be Recite this by heart or Learn this by heart.

Nobody said that exact quote. There is a similar famous quote however, "Never underestimate the heart of a champion". Which was said by former US basketball player and coach, Rudy Tomjanovich.

I believe what he meant by the saying is that if you do nothing in your life because you are afraid of making a mistake, then you will find your life wasted and nothing done. Hubbard seems to be saying that in his opinion, there would be no greater mistake than a wasted life.
