It was coined by Wilhelm Marr in 1873 as a more "scientific" way of describing Judenhass (Jew-hatred). It was based on the idea that Jews are Semites as opposed to Germanic peoples and it was this biological difference that made Jews "incompatible" with German society.
It is worth noting that Marr was not thinking about non-Jewish Semites, like Arabs, when he coined the term. He was using to specifically refer to Jews.
