The storm creates winds and weather conditions of its own. This, combined with regular normal tides in the area, create a "hurricane storm tide," also known as a storm surge. Water from this tide can result in an increase in the water level by 15 to 20 feet - or more.

If a storm surge comes ashore in an area that is flat or not very high above sea level, the results can be horrific, as seen in the United States most recently in Hurricane Katrina. This storm produced the highest storm surge in the U.S. - more than 28 feet in some areas. Predicting storm surge is a significant part of predicting where a hurricane will hit, as this is a factor in knowing what areas of the communinity must evacuate.
