1st pillar is LAW ENFORCEMENT
this includes the two major services of the law enforcement body which was the PNP and NBI under the supervision of DILG.

2nd PROSECUTION
responsible for the prosecution of the criminals or carrying out legal proceedings against the criminal.
3rd COURTS

4th CORRECTIONAL
refers to the instituion which the convicted person serves his final judgment.
5th COMMUNITY
after the service of the final judgment and rehabilitaion of the convictee it is then returned ro the community.
