Any point on British Columbia's northern border would qualify as the most northern place in the Province. The northern border of B.C. is the 60th parallel of latitude.

I had to measure this with my trusty elastic band, but the most northerly community in B.C. appears to be Atlin. Atlin is accessible by a gravel road from Tagish, Yukon.
