The is difficult tor determine. The highest winds measure in a tornado were 302 mph +/- 20 in the F5 tornado that hit Moore, Oklahoma on May 3, 1999. However, it is rare to get an actual wind measurement from a tornado, so other tornadoes may have been stronger, but didn't have their winds measured.
Two other possible candidates for this title are the Jarrell, Texas tornado of May 27, 1997 and the Xenia, Ohio tornado of April 3, 1974.
