Yes they do form lean thighs. If you do them the right way- front foot pointing forward, back foot also pointing forward- then they help build muscles in your calves and thighs. I do them after I workout and found my thighs were tighter than usual. So, it does help make your thighs lean.

When you stand up, your quadriceps at the front of your thighs, hamstrings at the back of your thighs, and gluteal muscles in your buttocks are primarily responsible for extension of the knee and hip joints. Additionally, your calf muscles help to stabilize your ankles and feet. These muscles work together to facilitate the movement of standing up.
The main muscles at the top of your legs (in your thighs) are called your quadriceps and hamstrings. The ones at the back are the hamstrings and the ones in the front are the quads. The hamstrings are responsible for bending your legs backward, and the quads are responsible for extending your legs forward.
