Chibouque (Chibouk)
Popularly called a hookah in English, the pipe has many names depending on the language used. It originated in India and spread throughout the Arab world. Nargile is the Turkish term, but English-speaking Turkish people and those from other countries where the pipe has become part of the culture do routinely refer to the hookah. Both terms can be considered correct in English.

It is called "çubuk=rod" (like chewbook but with the accent on the last syllable), that is if you don't mean the water pipe or hookah which is called "nargile". Çubuk is sometimes called lüleçubuk (lewleh chewbook) (literally means rod with bowl).
The legend has it that Turkish cannoneers were issued a tobacco ration, which they smoked in pipes. One of them broke his pipe while in the field. Because he wanted to smoke but couldn't with no pipe, he tore some paper from a bag of gunpowder, put tobacco in it and twisted it into a roll. The other cannoneers saw it and started doing it too.

Generally, the difference is that it starts with a different variety of tobacco, and it is prepared differently. Pipe tobacco may be a bit more natural compared to how cigarette tobacco is prepared. Pipe tobacco could be used in cigarettes, but due to the cut, you may have a harder time keeping it lit. Compared to cigarettes, pipe tobacco has more of a range of flavors, since cigarettes only come in regular and menthol.
