In general, mares are not neutered. If they are neutered for population control or health reasons, they are still called a mare.
A fixed female horse is still called a mare, in general female horses are not fixed unless you are trying to keep the population down.

You can't really "castrate" a female horse. Castrating has the same meaning of neutering or gelding. You castrate a stallion and you spay a mare. So basically you have a spayed mare.
