Concentration camps are where the inmates were forced to do hard labour and were tortured.
Extermination camps, a.k.a death camps, where were the inmates were put straight to death by the gas chambers.

In 1940 some were held in labour camps, but it was not really until 1941 that Jews were rounded up and put wholesale into concentration camps.
