You are referring to Canonical Church Vestments. The Priest and higher clergy Such as cardinals wear Vestments, this term used instead of uniform or habit, which the latter term may be press-fitted if you are dealing with the regular clergy which are quasi independent, such as Franciscans, Dominicans, etc. there are very few inthe Anglican (episcopalian) community though there was a regular Anglo-Catholic order known as the Cowley Fathers. Name referred to city in England and not Monkish costume with hood or cowl! As a cardinal is a Superior Officer of the church, or Elder Stateman, he would be of the Episcopal(here meaning Bishop, not the denomination) rank and have all the appurtenaces of that dignity- the Crozier or hooked staff, the Mitre or bishop"s headgear. and so on Red is the(Color of arm or service) for the Cardinals, possiby derived from the Bird of that name, or maybe the theory they are the Life Blood of the church. By the way in the World War II German Armed Forces-and Army and Luftwaffe essentially similar here. Red was the color of arm of service for A-artillery, including FLAK, General Staff, Judicial officials, upper ranking, one gets the idea- red for Mars!
