Microsoft issue regular updates for Vista - every few days updates are available. A major update (service pack 1) was released in February 2008.
You could find Microsoft news on the Microsoft website where all major news releases from the company are posted. Microsoft news can also be found on general news and business websites.
The updates are provided by the distribution maintainers. You can usually update through your distro's package manager (if it has one). Major updates may be made only between releases and you may have to completely reinstall to update.

From What I'm hearing there's supposed to be a small update This month. and then 3-6 months from now they're supposed to be releasing a major update.

The 0.8.0 should be coming out in April 1st 2013. No direct expectation but its going to be a major update.
Updates take a long time to design, especially major updates like the 1.2.5 to 1.3 update. The redstone update is a huge update, so it takes much longer than the average bug fix or graphics update.
