The part we eat is basically leaves, the bud, and stem. So it's a vegetable. The plant does flower but doesn't produce a fruit.
Possibly it means eating the core and stem and seeds in the middle of the fruit, and leaving the rest of the apple, the "meat" of the fruit to waste?
