The difference in sizing between regular and petite dresses is the length. Petite clothes are made for shorter women so the length at the bottom of the dress and on the sleeves would be shorter.

This can be tricky. Since there is no direct pattern, you will have to buy a pattern and modify it heavily. I suggest buying a plain house robe pattern. The main points of modification are: shorten the sleeves to a little above elbow length; widen the sleeves so that they are wider at the bottom than at the top; make the robe have a straight cut to the bottom; shorten the length of the robe. As for the flames, if you look on the first two pages of vol. 430, there should be enough material there to lean the pattern of the flames.
