If you have encrypted this folder than the answer is no. To make it possible to open encrypted files after Windows reinstall you have to uncheck "Encrypt files" checkbox in the file properties dialog.

Files are created to be stored in a folder. Folders are created to store files.
When you upgrade Windows it creates a folder called windows.old
If the problem is because you uninstalled it by deleting some of the files, try to delete the driver via device manager and then reinstall it in a new folder, or delete the previous one and reinstall it there.

In order to convert JPG files into CBDS files using PictoDS, simply adding JPG files and trying to "Proceed" to convert them is not going to work. What you can do, is:Compress all the JPG files you want to convert into one ZIP or RAR archive. Add this archive and then click "Proceed". The JPG files will be unzipped into the same folder the archive is contained and a CBDS file will be created in the folder you've set as PictoDS's "output folder".Add the folder containing the JPG files you want to convert. when the reinstall starts cancel it go into my computer open the CD ROM drive in a folder window a look for the files manually and then copie them to where you want
If they were files that you downloaded from the web for The Sims 2 (mods, hacks, Custom Content) you can just delete them from the Download folder under My Documents\EA Games\The Sims 2. If they were package files that were downloaded and installed using The Sims 2 package installer or original files that were installed with The Sims 2 game, you will have to reinstall the game. If it gives you an option, upon attempting to reinstall it, to repair the installation, you can try using that. Otherwise, uninstall and then reinstall it.
