If they were files that you downloaded from the web for The Sims 2 (mods, hacks, Custom Content) you can just delete them from the Download folder under My Documents\EA Games\The Sims 2. If they were package files that were downloaded and installed using The Sims 2 package installer or original files that were installed with The Sims 2 game, you will have to reinstall the game. If it gives you an option, upon attempting to reinstall it, to repair the installation, you can try using that. Otherwise, uninstall and then reinstall it.

You cant delete a especific sim or sims. You have to delete the whole game. To delete a game you just have to save another game on top of that game. Use a cheat. ctrl shift c and type in moveObjects on with the capitals. and then you can pick up ur sims and delete them.
