Secession is the formal withdrawal of a state from the Union. There were eleven Southern states that seceded from the Union in 1860, which led to the Civil War.
Since you do not specify which government at which time, we will name the Confederate States of America as the government of Georgia and all other states that had seceded from the union from 1861-1865.

By whom? The South called them The Confederate States of America - officially a separate nation, in their eyes. The North did not recognise the Confederacy, and simply called them The Rebel States.
