A chicken wattle is the usually red flap of skin that hangs under the chicken's beak.
Roosters are not an aquatic species and therefore do not have gills. If you are referring to the red skin hanging under the beak, they are called wattles and they help cool the chicken during hot weather.
The fleshy, wrinkled, often brightly red colored fold of skin hanging from the neck or throat of turkeys is called a wattle. It is used for sexual display and is larger in males than females. In life it can be engorged with blood to make it larger and more brightly colored.
