The concept behind the 'free' internet as it is today is that anyone can add anything to the web - and there's thousands upon thousands of hosting companies that will host your content on the internet for you. In terms of controlling your access to the internet, you'll need to pay an ISP to be able to connect to the internet, although the Internet is by definition a service, and so the ISP doesn't control the internet - just your access to it.
