Edit: It is on the bottom floor of the ship; must complete chapter one in the VR room. VR room is the middle; click on J6's pocket to get the key. Go into the elevator past the defense room to access the different floors.

He is in the last room of the SS Anne. First go in the ship and then go to the left, down and then finally right withoutgoing down/up any of the stairs. You will then have to fight your rival. Once you have beat him, you can go down the stairs that he just appeared from. You will then be in the ship captain's room.
