Yes. A tuner is required to record from more than one channel.
All televisions have a "tuner" in them. Otherwise, they would be monitors. You can tell if your television has a tuner by seeing if it has a channel up/down button or a knob on the front.

That is determined by the TV and many of the newer TV have settings for other devices and the channel and TV tuner is not used and can remain on any channel.
