I have no idea what you are talking about, or where you might have gotten this strange idea. There is no such thing, there is no water and never has been water in any atomic or hydrogen bomb ever built. Atomic bombs have been tested in both shallow water and deep water and the spray from such blasts is both highly radioactive and toxic (in the ordinary chemical sense), drinking that water would at the least make you very seriously ill for several weeks and might be fatal depending on the quantity drunk.
It is probably safer than drinking water drank by a human the dog has fewer diseases that can be caught by humans then humans do.
