This is entropy, the tendency for an ordered system to move to a state of lower energy (every thing evenly spread out). Brownian motion (haphazard random motion of molecules) accounts for the motion.

When particles diffuse they break apart, down into simpler substances. Diffusion is the net movement of molecules from high to low concentration through random motion. From the particle point of view it just moves about at random (as usual) but the overall effect is for the particles to spread out evenly.
The food coloring will eventually mix with the liquid through the process of diffusion. At the start, all of the dye molecules are close together (so the area that they are in contains a high concentration of dye molecules). As they move around, they eventually move from this area of high concentration to an area of lower concentration (the rest of the water). After this process of diffusion is complete, the dye molecules are evenly distributed thoughout the entire liquid (the concentration is equal everywhere).
Scent is normally based on a fragrance in a spirit type of liquid. The spirit starts to evaperaste in to the surrounding air as molecules and dissipates in the air molecules as they move about the space that encounter
