Not always. There are apps made only for the iPad which cannot be installed on the iPod. The iPad can use any iPod app, and can double the screen size to fill the display if necessary. Some apps are sold with two versions. Look for the price tag with the + in the corner to indicate apps that are optimized for both.
The iPad is really a fun little toy if you like playing with it, but there are a lot of accessories out there, some necessary others not so, and it can be a little overwhelming to deal with that much choice. However, if you just stick with a case as your first purchase you should have no problem, as top priority should be keeping your iPad in good condition.
