It depends on the bike, manufacturer, model and setup, but generally more than 25 Kw (33 bhp).
Its more to do with power output than engine cc. But for an unrestricted 500cc+ it is: Two years after a full Class A licence is obtained. (so minimum age 19) if the licence was obtained on a bike of 33bhp and power to weight not exceeding 0.16kW/kg. Otherwise age 21 if DAS, follow the link.

600cc is a measurement of displacement, or space within the cylinder(s). Horsepower is a different measurement, which measures available power at given revolutions per minute (RPM). A 600cc motorcycle could have a horsepower rating from 5 to over 100, depending on the manufacturer and year of the vehicle involved.
The 2003 Ski-Doo 600 HO (High Output) snowmobile typically produces around 120 horsepower. This performance is attributed to its 600cc two-stroke engine, designed for a balance of power and efficiency. It's popular among riders for its responsiveness and capability in various snow conditions.
Output Power divided by Power Factor.
The difference is in the output frequency.
A Computer Output Electricity in Computercraft cannot be said to make a program to output power, regardless of the side.

Output - because it is outputting power to the rest of the device
If you do work on an object in half the time, your power output is twice as high. Power is the rate at which work is done, so if the time to do the work is halved, the power output is doubled to maintain the same amount of work done per unit time.
