If you are referring to the Nether portal panel block, which appears when a Nether portal frame is lit, its data value (ID) is 90. When placed without being in a Nether portal frame, you can still use it, however, you cannot place 2 of the portal block next to each other, or else they will both disappear.
Mine Nether Quartz, then on your character's own crafting slot, put a piece of Nether Quartz in each, to craft them into one Quartz Block.

There are a number of ways to activate the portal. The easiest is with a flint and steel, crafted with one piece of flint and one iron ingot. This is how you activate the portal in situations where there is no flint and steel available, such as some adventure maps. The third way is subject to chance, such as waiting for lightning to strike the portal, or while in the Nether, waiting for a ghast's fireball to activate it.
