The anime and movies only show one or two available evolution lines for each Digimon, but the card and Video Games are just as valid digimon canon, and the evolution lines are not as restrictive.

Yes, VictoryGreymon can be considered a burst digivolution for WarGreymon in the context of certain Digimon media and games. Burst digivolution typically allows a Digimon to temporarily evolve into a more powerful form, and VictoryGreymon, as a stronger variant, fits this concept. However, specific rules may vary depending on the Digimon series or game being referenced.
In the Digimon franchise, permanent digivolution typically doesn’t occur, as Digimon usually revert to their base forms after a battle. While Agumon could potentially achieve a more stable digivolution to Greymon through special circumstances or advanced training, the series generally emphasizes the dynamic nature of digivolution. If Tai Kamiya were to be in his forties, it's plausible he could have a deeper bond with Agumon, but permanent digivolution remains unlikely within the established lore.
Cover 50,000 steps in distance and have a high percentage in VS battles (I had 24/25 victories 96%). Warp digivolution will start automatically for the next 2,000 steps. This is for the Digivice 2.5
IPDramonPM is obtained via the DNA Digivolution of Omnimon and IPDramonFM with both at level 70. Omnimon is a DNA Digivolution of Wargreymon and Metal Gururumon. IPDramonFM is obtained by leveling a Palidramon until it naturally digivolves into it. Palidramon is the DNA Digivolution of ExVeemon and Stingmon both at level 36. IPDramonPM requires a lot of work but is highly considered to be worth the effort.
