The 1999 Cadillac normal coolant temperature gauge reading should be 180 degrees. A 195 degrees thermostat could be used, causing the temperature gauge to read 195.

Well, kinda need to know if it did anything else. If the vehicle continued operating at normal, probably a fault voltage gauge or regulator. If you actually lost all power, the whole thing would shut down. If it was a temporary loss of power, then it kicked back to normal, you're probably looking at a loose or faulty ground wire.
18 to 21 inches of vacuum is a normal reading on a vacuum gauge.

If the temperature gauge is reading below normal operating temp after driving a little while it may be that your thermostat is stuck open. I replaced my thermostat and it fixed mine.
