Computer Monitors create color from light, through 3RGB subpixel channels. Each respective subpixel channel represents R, G and B, and can be individually adjusted to produce millions upon millions of color combinations. Each color channel can be adjusted by intensity from 0 to 255, which totals 256 individual values that make up the amount of different values in each color channel. Multiplying 256 by the number of subpixel channels (3) will give the total colors a monitor can display.

Which is 16.7 million colors, or exactly16,777,216.

VGA can certainly display 256 colors--if the display adapter in question has enough memory for it. A lot of old VGA display adapters didn't display more than 16 colors simply because they didn't have sufficient memory for the higher color depth--it had nothing to do with VGA

Most modern computers use 4 bytes to specify the color of a pixel, this allows 4 billion colors to be identified (however you will not be able to tell them all apart).
