Legal Services of New Jersey is the main statewide legal aid office, and its phone number is 1-888-LSNJ-LAW (1-888-576-5529). Its website is the first related link below.
I found this at the second related link, which has links to the websites of some other legal aid agencies. You could try the "Volunteer Lawyers" at the end of the Statewide category. There are also some local legal aid providers linked in the individual county categories (skip the "Public Defender" links; those are for criminal cases only; Legal Aid handles the civil cases).

You can reach out to Legal Services of New Jersey, which offers free legal aid services to low-income individuals and may provide guidance on the emancipation process for minors in New Jersey. Additionally, you can contact the New Jersey Department of Children and Families or the New Jersey State Bar Association for referrals to legal resources that offer assistance with emancipation cases.

It's legal for them to contact the debtor's parents on a one time basis to obtain contact information for the debtor. The parents are not legally obligated to supply such information. Absolutely. Its perfectly legal for somebody that you stiffed to come looking for you by whatever public modes they can. Some states have certain feudal laws preventing certain times of day that a creditor can call you and such, but rarely are they enforced. Pay them, and they will go away.
