Article II, Section 1, Clause 4 of the Constitution:
The Congress may determine the Time of choosing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.
Article II, Section 1, Clause 3 of the Constitution:
This article descrived the original way in which the President and Vice President were chosen by electors. Originally, the candidate who received the most votes (popular vote) and more than half of the electors would become President and the runner up would become Vice President.
