I think your referring to the Automatic Fuel Shut Off switch? It should always be on; you reset it if it trips off.
If you're in an accident the electric fuel pump will automatically shut off for safety reasons.
On a 1999 Ford Explorer , I know that the " Limited " trim has air suspension The shut off switch is in the cargo area , on the drivers side , near the liftgate , in the storage compartment where the wheel jack is stored
The wheel jack is behind the removable plastic panel in the drivers side rear by the liftgate ( also , if your Explorer has air suspension there is a rocker switch in the compartment to shut off the air compressor before any wheels are lifted off the ground )
Open your liftgate and look in your jack storage compartment ( drivers side rear area ) and see if there is an on / off switch for the air compressor
open rear hatch and open jack compartment on left side. turn off air ride switch for about 1 hour and take a drive. this should reset the system and you can turn the switch back on. to keep this from happenning, always turn off this switch before jacking the explorer off the ground.
