The District of Columbia, while having a local city government (mayor, city council, etc.) is governed by Congress, who has supreme authority over the District.
The District of Columbia, while being a large city in the United States, is a unique entity within the U.S. It is a Federal District and not a State. Its creation was determined by Article 1 of the Constitution, which provided for a Federal District, distinct from the states, to serve as the permanent national capitol.
