In the beginning, the North had to create the logistical framework which would allow them to transport and supply their overwhelming superiority in men. The South had far fewer roads, railroads, and canals, and far less in the way of munitions and materiel to move, or factories to manufacture it. The blockade prevented them from getting what they needed from overseas.
The NWO has nothing to do with self determination of the nations. Global governance is the framework into which the nation states will be absorbed. A "third world war" is not avoided by the self determination of the nation states, but it is not to be blamed on their self determination either. It is the mechanism through which the NWO will emerge.
The clearest precedent for the Strategic Arms Limitation Talks (SALT) of the 1970s was the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) signed in 1968. The NPT established a framework for the control and limitation of nuclear weapons and paved the way for negotiations on nuclear disarmament and arms control. It provided a model for the superpowers to engage in discussions and seek agreements to prevent an arms race and reduce the risk of nuclear conflict.
