Windchill is essentially increased conduction of surface heat to air due to the movement of wind. If you think of a car radiator. With no wind and the fan off, the radiator heats up the air around it, and it takes time for the radiator to cool down. If one is driving 70 MPH, the wind blowing through the radiator cools it down faster. If the outside temperature is 30°F, then the absolute minimum temperature the radiator will get down to is 30°F no matter how much wind goes through it. Windchill factors work the same. With or without windchill, you can't go below the actual temperature. However, with high winds, say at 30°F, it may actually feel like it would be 10°F with no winds. That doesn't mean that your body would ever reach 10°F, but rather, your body can conduct heat to the air as if it was colder.
