Include. "Ex" means outside and "in" means inside, so this works for a bunch of different "ex" words:

Exclude--To leave out

Include--To use in

External--Outside a designated area

Internal--Inside a designated area

Extrapolate--To infer data outside a given set using the trends in the set

Interpolate--To infer other data points inside the given set
