People have always known where it was, including the Romans when they invaded Britain, they just aren't certain what it was, how it was built or why.

Depends on how you view the word "tourist". The Vikings could have been considered tourists but they didn't leave a place as they found it. I know the Romans did visit Stonehenge to see it and other places as well. So, I would place the Romans as early tourists. To have people who just want to travel and see places you have to have a fairly advanced society that has spare time and plenty of food, shelter. and feel safe. Most people didn't have these factors for centuries.
