Anything with a pH lower then 7 is a base and anything higher then 7 is an acid.

Actually, its the opposite. Anything higher than 7 is a base and anything lower is acidic

Actually, 7 is neutral, 0-6 is an acid and 8-14 are alkaline.

It depends on what your ratio of water to vinegar is. If it is 1 part vinegar to 3 parts water, then the pH will be about 4
