A fine or mulct (the latter synonym typically used in civil law) is a penalty of money that a court of law[1] or other authority decides has to be paid as punishment for a crime or other offense.[2][3][4][5] The amount of a fine can be determined case by case, but it is often announced in advance.[6]

They certainly can. Whether they will or not is harder to answer.
Perhaps you will find some good information at a location cornering WI, IL & IOWA. Galena is near there, I think it is Galena, IL. This city was Grant's home and you can even tour his home. The downtown area is as it was. Fun, cool historical place. I visited it once many years ago. There were many things in Galena that pertained to the civil war and many antique shops that sold civil war items. Not far from WI I'd think they would know and have things pertaining to WI and the civil. Photos, etc. Hope I helped. Good Luck at an exciting interest.
