Of the some 500,000 soldiers in the US Army there are probably about 5,000 Master Sergeants currently enlisted in the US Army. Keep in mind these numbers change daily as soldiers leave the Army.

Why is a Master Sergeant called top in the Marines?

It started in the Army. A master sergeant in the Army is the "top" enlisted person of a command. Master sergeants are laterally promoted to first sergeant upon selection by the senior leadership at Department of the Army, depending on available billets and opportunities. Upon reassignment to a non-first sergeant billet, the soldier reverts back to their original rank of master sergeant. First sergeants are generally the senior non-commissioned officers of company sized units, and are unofficially but commonly referred to as "first shirt", "top", "top sergeant", "top soldier", "top kick", or "top hat", due to their seniority and their position at the top of the company's enlisted ranks.

Why are there two sergeants in the Marines?

Can you clarify the question? If you mean persons holding the rank of Sergeant, then your information is way off. There would be thousands of such people in the Marines. If you're referring to ranks with 'Sergeant' in the title, then I'd be inclined to think that you're referring to the British Royal Marines, who have the ranks of Sergeant and Staff Sergeant... enlisted ranks above Staff Sergeant are Warrant Officers in the British and most Commonwealth forces.
